How is SkyDrive Pro licensed?

This question typically comes up for on premises licensing as SharePoint Server 2013 has a Standard CAL (also referred to as the Base CAL) and an Enterprise CAL (referred to as an Additive CAL).  From a licensing perspective, you need only the SharePoint Server 2013 Standard CAL to access and use SkyDrive Pro.  

In other words, SkyDrive Pro is a feature that both Standard, and Standard + EnterpriseCAL users/devices are entitled to.  A SharePoint Standard Device CAL permits any user to access and use SkyDrive Pro from the licensed device.  A SharePoint Standard User CAL permits any licensed user to access and use SkyDrive Pro from any device used by that user. 

Note that SharePoint 2013 Foundation does not provide SkyDrive Pro functionality.  For reference, you can see the SharePoint Online Services Description.
 
How to get the SkyDrive Pro client?

To sync your SkyDrive Pro library/libraries with your local device, you need the SkyDrive Pro sync client.  The SkyDrive Pro sync client is installed during the setup for Office 365 ProPlus, Office 365 Small Business Premium, and Office Professional Plus 2013.  

For other users who are not licensed for the previously mentioned products, you can download and use the standalone SkyDrive Pro sync client

Note that a SkyDrive Pro app for Windows 8 and iOS are now available.
